Peng stood up against Mao voicing that he was sceptical about reports of grain harvest, he wrote letter to Mao which Mao made public and Peng became isolated as a trouble maker when others didn’t back him

What happened around 1960-62
more reports of provincial deaths caused a retreat from GLF Mao blamed weather, local cadres and anyone but himself for failure of GLF, but he was forced to step back from day to day running of economy
Deng Xiaoping and Liu Shaoqi therefore took over with their pragmatic approach.

communes reduced in size and peasants given more freedom to make what they wanted
opportunities to work for private plots given to hard working peasants to improve living standards and food production by 1960s 1/3 of peasants income came form private land.

while they were successful they inherently disagreed with Mao’s political and economic views which split the party eventually exploding into the cultural revolution of 1966
