With submarines, Germans sank British passenger ships with U.S. citizens aboard and U.S. merchant ships

Woodrow Wilson wanted to be involved in negotiations at war’s end to advance the League of Nations.

Germany sent a telegram to Mexico proposing that they should ally together. If the U.S. entered the war, Mexico should declare war against the U.S. and they would enlist Japan as an ally. They would prevent the U.S. from sending troops to help the Allies, and allow for the Germans to cut off Britain’s war supplies with submarines.
