Higher- 100-300 families- land ownership was collective and people were paid for their labour
Why did the CCP think it would be ok to not provide funding to the agricultural sector?
They believed their methods of collectivisation would balance the lack of money and bring great benefits

Why was grain production growth of 2-3% annually a problem?
The population was growing by 2.2% per year, thus food supply was barely keeping up
