Thomas Hobbes
-Lived through the civil war and was upset by what he saw
-Wrote his political philosophy in a book called Leviathan
-People lived in anarchy and to avoid violence and danger they appointed a leader to rule them.
-This leader had absolute power; the only right the people had was to protect their
lives
-He believed that people acted from self interest and without regard for the rights
and welfare of others
-The world was a place where only the strong survived
* The social contract here is that individual liberty is exchanged for group safety and social order
John locke
-Disagreed with Hobbes
-Accepted the idea of the social contract, but believed that people gave up only some of their individual rights in return for safety and protection provided by government
They kept:
-Right to live
-To enjoy liberty
-To own property
-Rulers had to protect and preserve these rights
any ruler who violated these rights violated natural law and broke the social contract
* Locke’s book Two Treatises of Government stated that these personal liberties were superior to laws and governments and that government’s sole purpose was to protect these rights
* A ruler’s claim to absolute power contradicted natural order because people would not willingly surrender their fundamental rights
* A ruler who denied people their basic rights was a tyrant and could justly be overthrown

-Parliament would decide who ruled the country
2. Ruler would be subject to Parliamentary laws and could not create or suspend any laws
3. Ruler could not impose taxes or maintain an army during peacetime without
Parliament’s consent
4. Ruler could not interfere with Parliaments elections
5. Free speech for members of Parliament
6. Any citizen could petition the government in case of injustice
7. No citizen could be forced to pay unfairly high bail or face cruel and unusual punishment
