Why is there a war debt?
Owed money to American creditors and owed money to foreign creditors
How did they attempt to solve the war debt issue?
They appointed Robert Moris who handles finance and put 5% tax on inputs.
Why didn’t their solution work to solve the war debt issue?
Rhode Island rejected the amendment→ shows how much power one state can hold
Ended up having no money
Why is there an issue with the pirates?
America lost British protection- they now have to deal with it
What is escalating the problem with the pirates and what do the pirates do in return?
They have no money so the pirates take hostages
What did the government do in return to get the hostages back?
Attempted a peace treaty but it got rejected and pirates demanded even more money
What does Thomas Jefferson want to do with pirates and what happened to his idea?
Wanted to team up with Europe and do a pirate war→ got rejected due to NO MONEY
What were the soldiers promised?
pension after war
However what does the Congress do instead of the promise?
doesn’t pay
What does the soldiers do in act of retaliation?
Attempt a coup
How does the government respond to the coup?
Pays for 3 months of service
What do the soldiers form due to lack of money being paid?
The society of Cincinnati and elect George Washington as leader even though, he was not involved
What is happening to the British loyalists?
They are getting heavily taxed, their property is being taken away from them, and are being denounced loyalty.
What does Congress do in reaction to the behavior of the state to the British loyalists? How do the states react? What does this reveal about the form of government?
They recommend the states be kind to them. The states do not listen. States have more power than Congress.
What is the issue with the British merchants?
Collecting pre-war debt, but they want gold when states have paper money.
How did Congress react to the issue with British Merhcants? What did the states say and what was revealed?
They negotiated but the states did not care. It shows that Congress has no power over states.
What is happening to the farmers and what do they do in return?
Losing land to pay debts; band up together to fight for closure
What do the Rhode Island merchants do what happens in return, what does congress do, and how do the states react?
Stop accepting paper money so they close shops. Riots demand shops to be reopened. Congress refuses to accept RI Paper money but Rhode Island doesn’t listen and requires people to accept paper money, which shows Congress can’t enforce anything.
What are the disagreements over land?
Some states want the land and there are squatters on the land

What were some of the problems that led the delegates to realize there were problems with the Articles of Confederation?
No money; states have more power and no listen to congress
