3 elements - for different social classes, ranks etc
idea of enjoying war- opportunity for promotion
no support for injured veterans
power of troops- emperor had to be seen to be in control
mass rewards for regiments etc rather than individuals
emperors understand importance of soldiers, emperors come from high ranks of army
idea than shouldnt be more than one legion in a province

Frontier developments

A

climactic differences
east - more open with alliances/client kings and standing armies
change in tactic, not expansion but securing of borders
borders and towers etc never seen before in history
benefits of landscape eg danube
vallum- ditch which seperates hadrians wall / militarised zone from rest of england
no provincial uniformity - try different things to see what works in specific conditions
