A

T16= Do not have to have paid into the system, means tested, children can get it, no duration requirement for blindness, onset is filing date, starts immediately and no retroactivity

T2= Must have paid into the system, not means tested, children cannot get it, blindness duration requirement, Onset based on date last worked, wait 5 full months
