What is TOF used for?
Assists in deciding when, how and what level to use a Tactical Option (spray, taser, hands etc)
What are the 5 levels of TOF
Cooperative, Passive resistance, Active resistance, Assaultive and GBH/Death

Officer presence and tactical communication
Best option for passive resistance?
Mechanical restraint - eg handcuffs, physical restraints.
Best option for active resistance?
OC spray

What does TENR stand for?
Threat Exposure Necessity Response
What does Threat mean in TENR?
Threat means any individual or group or any act likely to cause harm that have the potential to hinder police performance
What does exposure mean in TENR
Exposure means the potential for harm to people or the security of places of things. Exposure can be migrated through assessment and planning.
What does Necessity mean in TENR
to determine if there is a need for operation or intervention now, later or even at all
What does Response mean in TENR
The proportionate, timely and lawful execution of police duties aided by the appropriate use of tactics and tactical options
