- The department (management) reported some concerns Regarding Officers not turning on their BWC or forgetting to turn on BWC after tactical briefing.
- Officers shall turn on their BWC when interacting with the public.
- you can turn off BWC only when tactical or safety reason, or the encounter does not hold investigative value.
- just remember, the department is not looking into BWC recordings to get you into trouble or performance review.
- IA will only be reviewing BWC if someone complain, most likely a citizen, and IA and will only be reviewing the BWC to confirm or deny the complaint allegation.
- The BWC is a tool that could prevent false allegation, and statistically most of the complaint allegation and false.
- we have to use BWC because the public and the department agreed to it, and to enhance trust and legitimacy between the public and our department.

- Lets go together to schedule a meeting with Vanessa Payne to figure out a summary plan to get you some help.
- You do have an option between peer to peer with another officer who gone through a divorce and can provide you information how he get through it. Or speak with a Phycologist to whatever issues you might have and resolve the issues.
- in the meantime, let’s get you temporary housing from homefirst if your comfortable staying there or stay with a close friend of mind who have a vacant room for rent.
- then will talk a couple of weeks and see where ur at and how you doing. Remember , you can give me a call anytime if you have any concerns and questions, and I will try my best to help you out.

Tier 2 vs Tier 1
- I understand your concerns and the POA is aware of the issues in tier 2.
- Just remember it’s not set in stone. It’s could change later on because the retention rate of newer Officers like yourself are short. They are leaving to other departments; thus San Jose police department will always have a shortage of officers and the population continually increases.
- To resolve the issue of retention rate, the city and the POA have to modify the contract to attract younger Officer who are tier 2 to stay.
- In the meantime, as your supervisor, I will try to provide you information regarding voting for POA rep, upcoming contract negotiation, and the content of the contract. Now you will
be better prepared to make a wise decision about who’s representing you, upcoming contract negotiation (more involve) and the
content of the contact tier 2 modifications). - you have the power to change tier 2 for your benefit.
