What is TENR?
A systematic threat assessment process designed to:
- Increase staff safety
- Eliminate preventable harm
- Reduce criticism of Police
What does TENR stand for?
THREAT / EXPOSURE / NECESSITY / RESPONSE
Elements of TENR
THREAT: intent, capability, opportunity, environment Individual/s or group/s, or any act/s, or any thing/s likely to cause harm that might hinder police in the execution of their duties
EXPOSURE: means the potential for harm to the public, to police staff, to police reputation
NECESSITY: Is there is a need for intervention. If so, whether to act immediately, delay or not at all.
RESPONSE: Act in a proportionate and timely manner using appropriate tactics and tactical options, having considered all the known or reasonably predictable circumstances in any given situation

what is Section 39 Crimes Act 1961 Use of force making Arrest.
Powers of a constable to use force to execute an arrest or warrant that is enough to overcome any force used in resistance against that process.
what is Section 40 Crimes Act 1961 Use of force to prevent Escape or Rescue
Powers of a constable to use force to prevent escape or rescue. Force used can only be enough to overcome any force used in resistance against that process.
What is Section 41 Crimes Act 1961 Use of force preventing suicide
To use force to prevent suicide or an act that is likely to cause suicide or any such offense.
What is Section 62 Crimes Act 1961 Excess of force
Every one authorised by law to use force is criminally responsible for any excess, according to the nature and quality of the act that constitutes the excess.
When should a Tactical Options Report be submitted.
When a use of force is applied, Hand cuffs with pain compliance or with another reportable tactical option. Communication and empty hand techniques in some situations. OC spray / Baton / weapon of opportunity / Police dog / Taser/ fire arm
Explain “Reasonable use of force”
Reasonable force is the use of force that is necessary and proportionate given all the circumstances known at the time and proportional to the threat offered
Explain “Necessary and proportionate”
what is force necessary to over come the force being used against you and that the force used is proportionate to the threat offered and to all the circumstances known at the time.
Explain “Reasonable in all the circumstances known at the time”
That the force used is reasonable given in all the circumstances (information, behavior, environment, weapons used) known at the time.
