The immediate objective of the investigator must be:-
- to determine whether a crime has, in fact, been committed;
- to establish the identity of the offender;
- to establish his whereabouts, and
- to establish a nexus between the offender and the offence.

The scene of a crime is the area in the immediate vicinity of
the occurrence, within which evidence might be found.

When arriving on scene what must the investigator first do
A
ARRIVAL AT THE SCENE
The investigator may or may not be the first to arrive at the scene of the occurrence. If other members are already present, ascertain the following?
- Who is in Charge?
- How many police are in attendance?
- What has been discovered about the occurrence in question?
- What action has been taken?
- Is the scene adequately protected from contamination and guarded?
- Has the scene been contaminated. Has anything been touched and if so what?
- Has action been taken to locate, retain and isolate witnesses?
- Has any suspect or offender been isolated from other people at the scene and kept under supervision?
- Does the C.I.U. need to be contacted and requested to attend and assist?
- Are additional services required such as Coroner, Crime Co-ordinator, Forensic Science, etc?
- Is there any cultural/diversity issues impacting any party involved in the incident ?

outline how the investigator should proceed methodically when arriving on scene
A
- Make a brief appreciation of the situation.
- Take charge of the situation.
- Satisfy yourself that an offence** has been **committed.
- Ascertain if the offender is still at the scene if so, detain him and keep him apart from witnesses and away from the crime scene.
- If there is no obvious offender, consider the suspect who may be present. Establishing a motive for the crime will help.
- Ascertain if medical attention or other assistance is required.
- Take action to locate, retain and isolate witnesses.
- Broadcast description of suspects, vehicles, property, etc.
- Set up some form of communication (radio, phone)
- Preserve the scene and prevent contamination.
- Evolve a plan of action.
- Delegate specific task (log keeper, crowd control, exhibit collector etc.)
