What is TOF?
Tactical Options Framework.
It is a guidance tool that helps you decide what tactical options to use and what force is necessary/proportionate with all the information you have at that time.
What are the five behaviours on the TOF framework?
Cooperative, Passive resistance, Active resistance, Assaultive, GBH or death.
How does someone who is ‘cooperative’ on the TOF scale behave and what force/tactical options could you use?
Working with you, complying with your requests. Minimal force (applying handcuffs, guiding to car etc) and handcuffs would be the only tactical option to use.
How does someone who is ‘passive resistance’ on the TOF scale behave and what force/tactical options could you use?
Could be verbally abusive, refusing to cooperate with little to no physical action. example non-violent protestors. Can apply force not pain. example - hands on to move. Handcuffs.
How does someone who is ‘active resistance’ TOF scale behave and what force/tactical options could you use?
Pulling away, running away and struggling. Not complying. You can apply force and pain to manage or control someone. Tactical option could be o/c spray and restraints.
How does someone who is ‘assaultive’ on the TOF scale behave and what force/tactical options could you use?
Think of definition of assault. Actively hostile behaviour. Applying force to you or threatening to - kicking, pushing, spitting etc. Can use a bit more force including strikes if necessary. Tactical options available - batons, spray, taser, working dogs
What does GBH/Death on the TOF scale mean and what force/tactical options would you use?
That yourself or someone else is in danger of serious harm or death. Examples are if the subject has weapons like a knife, blunt instrument or firearm. You can use the highest degree of force as well as all tactical options available such as firearms.

Response
What is TENR?
It is a threat assessment methodology.
It aides in the decision-making process of how you will respond to situations by considering the safety of police and others. (The TENR is the arrow on TOF. it is all the information you use to decide what force/tactical options are necessary)
What is the over-riding principle of TENR?
“Safety is Success”.
Victim, public and employee safety is paramount and every effort needs to be made to minimise harm and maximise safety.
what is a threat in TENR?
any individual/s, or group/s, or any act/s, or anything/s likely to cause harm or have the potential to hinder police in the performance of their duties.
When doing a threat assessment, what things should you consider?
Intent, Capability, Opportunity
and Environment
What is Exposure in TENR?
Who/what is exposed to the threat? What are they exposed to/what is the potential for harm?
(Exposure means the potential for harm, physical or otherwise, to people or to the security of places and things).
What is Necessity in TENR?
What is the necessity (need) to respond? Is it immediate, delayed or not at all.
What is Response in TENR?
What is your plan/response based on the considered risk assessment of TENR.
(means the proportionate and timely execution of police duties aided by the appropriate use of tactics and tactical options)
