What is TOF?
It is a training an operational guidance tool.
Assists you to decide when, how and at what level to use tactical operations.
What is Perceived Cumulative Assessment (PCA)?
Your subjective assessment, and continuous reassessment, of an incident using TOF/TENR, based on information known about the situation
and the subject’s behaviour.
Explain TENR
T – Intent/Capability/Opportunity/Environment the threat is assessed
E – who/what is exposed to the threat? What is the potential for harm?
N – Act now, Later or Not at all
R – Appropriate/Proportionate/Timely response is based on a considered risk assessment of threat, exposure and necessity.
Complacency
Complacency occurs when you fail to assess and reassess an evolving situation and subject behaviour. This can lead to preventable accidents and incidents.
Tactical Options Reports (TOR)
Mandatory to report use of force after showing or using various tactical options, improves staff/public safety
5 main sections of the Crimes Act 1961 that relate to UoF?
Section 39 - k9 arrest
Section 40 - escape custody
Section 41 - prevent suicide
Section 48 - save your mate / self-defense
Section 62 - you’re in the poo / excessive use of force
“shows force’ TOR requirement
Must complete ToR if TASER/firearm is shown regardless if person was arrested or not.
‘Uses’ TOR requirement
Must report when UoF occurs
AWOKA
ASK - greet and identify yourself. Ask the person to comply.
WHY - give reasons for your actions. Intention and based on belief/suspicion
OPTIONS - allow or be arrested
CONFIRM - the person understands the options
ACTION - take action arrest for obstruction
