What are the unlawful acts of animal welfare act?
- torture any animals
- neglect to provide adequate care, sustenance, or shelter
- maltreatment and cruelty

- killing of animals
- cause or procure to be tortured
- deprive of adequate care or sustenance
- use for research and experiment without authority
- cruelty of transportation
- transportation, importation, and exportation
Exceptions to killing of animals:
- part of religious ritual
- incurable communicable disease
- to put an end to animal’s misery
- prevent imminent danger to life
- animal population control
- authorized research or experiments
- analogous cases certified by licensed veterinarian
The exceptions of killing an animals must be done through:
killing must be done through HUMANE procedures at all times

Administrative Penalty

Criminal penalty if the animal survives but severely injured with loss of natural faculty to survive on its own and needing human intervention
1 year and 1 day — 1 yr and 6 months or a fine of 50k
Criminal penalty if the animal survives without incapacity
6 mnths — 1 yr and a fine of 30k
Criminal penalty if the offender is a syndicate (3 or more), anyone who makes a business out of cruelty to animals, public officer or employee, or the victim is at least 3 animals
2 yrs 1 day — 3 yrs and fine of 250k regardless of animal’s condition
