A

Comprehensive Cost and Requirement (CCaR): An automated requirement management system used by the AF acquisition centers to help organizations track their plan, budget and requirements execution information. CCaRS provides seamless interfaces with other AF legacy systems such as Automated Business Services System and General Accounting and Finance Suite of Systems.

DEAMS

A

Defense Enterprise Accounting and Management System (DEAMS) is currently being implemented throughout the AF. DEAMS provides auditable financial statements, complies with new Standard Financial Information Structure (SFIS) requirements and replaces many of the legacy systems. It includes functions for general ledger, funds control, accounts payable/receivable, cost accounting, billings & collections, commitments and obligations, purchasing and receipts, revenue, analysis and decision support, budget formulation, budget execution and cost modeling.

3 Main Principles for Financial Analysts

A

Must adhere to when executing funds:
1. Bona Fide Need
The rule states that a FY appropriation may be obligated only to meet a legitimate (“bona fide”) need of the FY for which the appropriation was authorized.

  1. Proprietary of Funding
    Funds need to be used according to appropriation law. Funds appropriated by Congress must be used only for those purposes authorized for the appropriation. To determine the correct appropriation to charge, evaluate the nature of the work to be performed, or the services or goods to be acquired, against the purpose of appropriations.
  2. Anti-deficiency Act
    The intent of the ADA is to prevent distribution, obligation, and expenditure/disbursement of funds over and above amounts approved by Congress for specific purposes. Financial analysts track the approved Budget Authority and the amount of funds committed, obligated and expended/disbursed to ensure no such violations occur.
