- develop infrastructure -> enhance flow of people and goods with other cities (e.g. hk-zhuhai-macao bridge)
- build closer economic ties with the mainland (e.eg. closer economic partnership arrangement -> facilitate hk business to expand to mainland market)
- support traditional and local economic activites
what is social progress?
everyone is equal and has the same rights to use resources

- assist low-income groups
- public housing, implement social security

difficulties of achieving sustainability (4)
- reclamation (urban development projects) damages natural environment
- protecting environment may increase economic burden of businesses
- e.g. renewable energy -> high electricity fee -> high operating cost
- conservation measure may harm economic interest of stakeholders
- e.g. people may not be able to develop private land freely bc need to conserve parts of the land, which may result in a loss
- people may not want to abndon comfy lifestyle for the sake of the environment
