Who should be appointed O/C suspects
Appointed by OC investigation. Anticipated will be CIB supervisor of DS rank
Matters that influence priority of suspects
SUSPECT PRIORITY
- Relative weight of evidence against a person/likelihood of them leaving area
- Particular urgency in solving case/availability of staff
- When no firm line of suspect, priority to be given to anonymous information
Mitigate cross-contamination between suspects
Seperate officers assigned to each suspect, suspects kept apart during travel, all clothing should be packaged, labelled and sealed then to OC exhibits
Dr examination of suspect
DR EXAM
- Note any injuries/bruises/scratches
- Samples identified by O/C investigation using specialist MEKs - blood, saliva, head hair, pubic hair, fingernail scrapings
- Swab hands for firearm residue
- Provide a professional opinion regarding condition of suspect
5 O/C suspect priorities/purposes
Obtain info about suspects, profile suspects, mitigate offences, seek evidence, provide basis for further investigation
4 Main issues to consider re potential interviewing officer
INTERVIEWING SUSPECTS
- Is level 2/3 interviewer required
- Most appropriate method of recording interview (usually video)
- Establish if interviewed as witness/suspect/POI and determine if done under caution
- Do they require special consideration
- Ensure details interview plan prepared
- Ingredients that need to be established, suspects background, possible alibis and motives
Actions re alibi when proceedings have commenced
Make sure thorough enquiries to determine the veracity of the alibi and to fully report result of them to crown solicitor
O/C suspects debrief
OC SUSPECT DEBRIEF
- Circumstance of offence, including scene analysis and witness evidence
- Full details of all POI’s/suspects
- Descriptions of suspect provided
- Any M/O that have been identified
