What is the role of the command advisor?

A
  • Continuously monitor the damage picture and assess implications or restrictions, reversionary modes and any impact on ship posture and ASMD.
  • Maintain a close liaison with the IBC, informing them as required of changes in the external battle which shifts priorities.
  • Provide a concise and continuous assessment to the CO.
  • Advise on course of action, any recommended change to command and setting out the overall repair priorities
  • discuss and agree requests for workforce re-allocation; seeking command approval as required.
  • ensure BDR effort and teams are sustainable

How is Signature Reduction managed onboard?

A

The aim of signature reduction is to have a signature as small as possible to minimise the ability of enemy forces of monitoring and tracking the ship.

8 Types of signature:
- Acoustic (Reduced by noise rounds, noise states)
- RF (Reduced by changing EMCON State)
- RCS (Reduced during ship design stage)
- Thermal (Reduced by limiting amount of equipment on)
- Wake (Reduced at design stage / Speed of ship)
- Magnetic (Reduced by degaussing)
- Visual
- Paint / Pollution (Reduced by good maintenance / husbandry)

Explain the Duty Holder Construct

A

CO&raquo_space; Delegated Duty Holder (DDH)&raquo_space; Operational Duty Holder (ODH)&raquo_space; Senior Duty Holder (SDH)&raquo_space; Gov

Under the H&S Act 1974, All employers have a duty to ensure, so far as reasonably practicable, the H&S and welfare of their employees’ This is know as Duty of Care.

The Duty Holder Construct is a means of enhancing and supplementing the Duty of care the MOD has to its people. It should only be applied to military activities when the following apply:

  • A justified, credible and reasonably foreseeable Risk to Life
  • Duty of care is inadequate for managing the risk.
  • As mandated by 1SL

SDH (1SL) -
- Holds CAT A Risks
- Nominates a SME to support the decision making (CNEO, Fleet Commander)

ODH (Deputy Director Ships) -
- Holds CAT B Risks
- Nominates SME to support decision making (FGen Ships Chief Engineer / Senior Operator)

DDH (Capt AFH) -
- Holds CAT C Risks
- Nominates SME to support decision making (Capt X / Capt E)

CO -
- Is not a Duty Holder but can hold risk as he retains ‘Duty of Care’.
- Can hold CAT D Risks onboard.
- For time considerations, the CO can hold risk to life up to CAT B, iaw Risk Based Operating Principles.
