How does payment work under an Option B?

A

Contractor submits AFP for PWDD. I review costs applied for against BoQ / schedule of rates and validate quantities with planners and Project Manager using as-builts and photographs. Traditional sites can be validated on site.

What is the CE process?

A

Contractor raises NCE within 8 weeks of becoming aware. I check if CE is valid under Contract and Scope and respond within one week. Contractor provides CEQ within 3 weeks. I check rates against schedule of rates and SSCC and also ensure quotations are reasonable with the PM.

Why did you recommend sectional completion?

A

Contract consisted of four different sites. Client was keen to begin construction phase ASAP so sectional completion allowed Client to take over and start procurement phase for the construction of each individually.

A

Investigations fell on critical path of overall DDS phase – important this was achieved in good time to avoid delays and additional cost.

A

On the Woodford AGI tender, we received a query regarding the existing drainage system and outlet, and whether this could be utilised for the detailed design study.

Another query related to whether the integrity of the existing structure needed to be revalidated which was not required. Scope was amended to clarify these.

A

Based on scoring methodology. Reviewed tender submissions and technical side with Service Manager and design engineers. Recommend based on highest score.

A

Using Client’s Method of Measurement – amended CESMM3

Cable & Civils = in linear metres and is inclusive of excavation, installation and backfill. Measure route on as-built and validate on audit

When did you challenge CE quotations on site audits the LFFN project?

A

10% allowance for route lengths so if it fell outside of this. Also checking right items had been claimed (different rates for ducting in footway compared to carriageway). Check what TM would’ve been required.

Claims for abortive visits also require confirmation of access arrangements, time of arrival and reasons for denial of entry

Why did you produce the activity schedule?

A

This consisted of producing a rough guide for how the activities were to be priced based on the Scope and discussions with the PM.

Being a DDS, most of the activities were the submission of documents and survey results but this was required for clarity and comparisons in the tender analysis.

We had faced previous issues on another project where there too many activities and the Consultant had front-loaded the activity schedule.

A

Risk of omissions is placed with Client. NEC4 contract stays silent on who is to produce the activity schedule but we made tenderers aware that they were free to amend.

A

Contract based on framework which required Contractor to submit based on first principle (Labour, Plant, Material + OH&P). I referred back to the framework agreement to ensure that all were correct and included in the agreement

Why did you introduce a separate commercial meeting for the Dawley project?

A

Upon joining project there was many outstanding communications. Structured using EW register to proactively close out issues and allocate actions to parties based on outcomes. Register then circulated afterward.

Outstanding CEs and RFQs were causing cost uncertainty in my forecasts so I was keen to resolve this issue.

Why did you produce your own commercial register at LFFN?

A

More in-depth than CEMAR. Managing POs required monitoring contingency spend and forecasting when it was likely to be exhausted. Monthly report issued to Client to explain why additional costs were being incurred.

What is a daily revenue forecast?

A

DMCS (funding body) wanted quarterly updates on work done to date to release revenue to Virgin Media. Payment was released to Virgin Media in Milestones so my tracker anticipated when revenue would be achieved.

This became a daily submission during difficulties with the Contractor

Why did you recommend rerouting the cabling route through the grass verge?

A

Site was on public school in Stockport.

Client incurring high cost due to traffic management. I studied as-built and recommended Contractor considers using alternative UTC cabinet on opposite side of school to avoid carriageway works.

A

Quantified using method of measurement and compared for ~£3k saving.

Why did you recommend purchasing equipment rather than hiring?

A

Communicated with other QS’ to determine if GPR surveys were still required on their projects. Considered cost of hiring laser scanner across of these sites and compared to cost of purchasing.

A

Project already in DDS phase. Cost to complete this phase + anticipated construction contract cost *estimate had already been produced as a part of FDS phase. Also forecasted cost of materials and internal resource across entirety of project lifecycle.

How did you prepare an estimate for the construction sanction value of Woodford?

A

Client requires separate applications for sanction for each phase of work. I forecasted cost of internal resource, construction phase cost by benchmarking against existing contracts (varying for size of AGI and location)

Can you give an example of a risk that you have managed?

A

On the Woodford DDS project, there was a risk that as a part of the site investigations, an additional trial hole would be required outside of the site boundary and in the nearby road. To account for this, I engaged with the consultant’s design team to understand the likelihood that this would be required and began building up a price from first principle.

This entailed accounting for labour, plant and materials that would be required to deliver the trial hole based on the suggested size as well as the cost of engaging the local council and arranging for traffic management. An expected monetary value could then be derived. I suggested that the risk should be accepted as a Cadent risk.

A

As soon as aware for one of the four reasons in the contract (change to TOTP, delay completion, delay key date or impair performance)
