The Sumerians weren’t exactly under one political leader since each city-state had its own leader. They couldn’t come to agreements together, which caused the city-states to be constantly at war over resources such as materials and water rights.

Because of the food surplus, while some farmed, others could work–and that’s where job specialization began. People could pursue other things. In this case, it was mostly building cities. The Sumerians didn’t exactly have one ruler. Each city-state had it’s own ruler, so technically it was a monarchy in each city-state since there was one ruler for each city-state.
