Subpart B: Personnel, Aircraft and Facilities Requirements Flashcards
141.31 Applicability
A. This subpart perscribes the personnel and aircraft requirements for a 141 or provisional 141 cert and the facilities requirements the school must have on a continuous basis.
B. Facilities used by the pilot school must owned or leased for at least 6 calendar months after the initial date of application and renewal.
141.33 Personnel
A. An applicant must meet the following personnel requirements:
1. Each applicant must have adequate personnel including CFIs, CGIs and a Chief Instructor for each course.
- If the school employs dispatchers, line staff, aircraft handlers the school must train them in the procedures and responsibilities of their position.
- Each instructor to be used for ground or flight training must hold a CFI, CGI or Comm rating with lighter than air as appropriate with ratings for the approved course and aircraft used in that course.
B. Each school must designate a Chief Flight Instructor for each approved training course providing 141.35
C. An assistant chief may designated for each approved course providing 141.36
D. A check instructor may be named for conduction stage, end of course and instructor proficiency checks providing they meet 141.37 and at least 10 students are enrolled at time designation is sought.
E. A person can hold multiple position providing they are qualified for them
141.34 Employment of former FAA employees
A. A pilot school cannot knowingly employ or contract a former FAA safety inspector that had direct responsibility to inspect, oversee the inspection of the operations of the cert holder to act as an agent for them with the FAA.
B. Agent is defined as a person who makes contact with the FAA on behalf of the cert holder an officer or employee of the cert holder.
C. Doesn’t count if the agent was employed with the school prior to Oct 21, 2011
141.35/6 Chief instructor and Assistant chief instructor qualifications (A)
A. A chief instructor for an approved course must:
- Hold a commercial pilot cert/ATP and a current CFI. All certs must contain the appropriate category and class ratings for the aircraft used in the course.
- Meet PIC requirements of 61.57
- Pass a knowledge test on
- Teaching methods
- Applicable provisions of the the AIM and pts 61, 91 and 141
- The objectives and approved course completion standards of the course for which the person is applying for
- Pass a proficiency test on instructional skills and ability to train students on the flight procedures and maneuvers appropriate for the course.
141.35 Chief instructor experience requirements
B. For the CCFI of a PPL course
1. 1000 PIC hours
- 500 hrs of dual given and two years of instructional experience or 1000 hrs dual given
C. For the CCFI of an instrument course
1. 100 hrs of simulated or actual instrument experience
- 1000 PIC hrs
- CFII experience of at least
- 2 years and 250 hrs or
- 400 hrs
D. For any other rating
1. 2000 hrs PIC
- CFI experience of
- 1000 hrs and three years or
- 1500 hrs
E. Ground school chiefs need at least 1 year experience as a ground school instructor at a certified pilot school
141.36 Assistant chief instructor experience requirements
B. For a PPL course
1. 500 PIC hrs
- CFI Experience
- 250 hrs and 1 year or
- 500 hrs
C. For an instrument course
1. 50 hrs of simulated or actual instrument
- 500 hrs PIC
- CFII experience of
- 1 year and 125 hrs or
- 200 hrs
D. For any other course
1. 1000 PIC hrs
- CFI experience of at least
- 1.5 years and 500 hrs or
- 750 hrs
E. Ground school course: 6mo experience as a ground instructor at a certificated pilot school
