You need two subjects to use the subjunctive.
The first subject has a wish/desire, emotion, or doubt regarding the second subject.
Certain impersonal expressions or conjunctions have to be present.
There are certain impersonal expressions and conjunctions that trigger the use of the subjunctive in French.

third person présent and drop -ent
-er/-ir/-re

change i to y in stem for nous and vous
verbs with -é- in the infinitive
change é to è in stem except for nous and vous
lam verbs (mener, lever, etc)
rules apply as they usually are except for nous and vous
