Ask if they have a knife or anything they shouldn’t
Ask them to see their hands. Have them take their hands out of pockets and out from behind the back.
Have another officer there to protect you.
Tell them to empty their pockets.

A person who without lawful excuse destroys or damages any property belonging to another.
Intending to destroy or damage any such property or being reckless as to whether any such property would be destroyed or damaged shall be guilty of an offence

How does the damage of an object need to be manifested for it to be criminal damage?
Property has been harmed, made less useful, less valuable or unworkable. Doesn’t need to be permanent.
when can you search someone?
A police officer has powers to stop and search you if they have ‘reasonable grounds’ to suspect you’re carrying:
illegal drugs
a weapon
stolen property
something which could be used to commit a crime, eg a crowbar
