When can an Aircraft descend below MDA?

1. When ACFT is continuously in a position from which a descent and landing on the intended runway can be made at normal ROD using normal maneuvers that will allow touchdown within the TDZ
2. Flight visibility as per approach chart
3. Approach lighting, threshold markings, lights, Runway end lights, VASI etc. visible.
4. Inside circling area (if applicable)
