A

Both. Initially is causes dissension because the party thought he was trying to play God, or was “taking a time out” and they wanted a leader that would take action, not who passive aggressive. But in the end is unified the party by showing his dedication to the cause and made each individual reflection on whether or not they wanted to stick to the cause till the end, it helped renew their dedication.
