different paths with scale of sandy affecting much more areas but detructing majority of Fiji

Sandy needs multiple models as it affects different states
Winston was in the recovery stage quickly in the Capital Tacloban than in the rural areas as aid reached these areas more easily
so not necessarily accurate to the whole country/ different recovery speeds
also different level of developments in U.S.A to Fiji so the recovery times different.
return to normality easier for the HIC as the quality of life was higher to begin with

short term response …
gradual restoring for infrastructure and aid spread to Caribbean islands
. opening of 700 cyclone shelters and opening of airport after 2 days for the international aid
both had support from international aid. Fiji was immediate due to preexising agreements as a result of its past history
U.S.A had to be coordinated (telefon concerts took place) internally which could elongate the recovery time and not as effective as 300,000 still displaced
long term response
introduction of stricter bullring restrictions and continuous reconstruction of infrastructure
$9 Million aid from FRANZ 1992 agreement to relief south pacific nations
