Comity Clause
There can be no legal requirement of RESIDENCY for private employment
States cannot require that you live or reside in the state to work in the state

Public employment can require residency requirements
Dormant Commerce Clause
In the absence of federal regulation, state regulation of commerce is valid so long as it does not:
(1) DISCRIMINATE against out-of-state commerce;
(2) UNDULY BURDEN interstate commerce (use balancing test) ; or
(3) Regulate WHOLLY OUT-OF-STATE activity
