House of Reps may impeach by majority vote
Senate tries impeached official (2/3 vote for conviction)
Congressional Limits on Executive: Appropriation
If Congress explicitly mandates expenditure of funds, President cannot refuse to spend those funds
Congressional Limits on Executive: Legislative Veto
UNCONSTITUTIONAL for Congress to attempt legislative veto of an executive action
Delegation of Legislative Powers
Congress can delegate its power to administrative agencies, so long as there is an INTELLIGIBLE PRINCIPLE governing the exercise of that delegated power
Executive Privilege
Privilege not to reveal confidential communications with presidential advisers
Executive Immunity
Absolute immunity from liability for OFFICIAL ACTS
No immunity for acts done prior to taking office
Judicial Immunity
Judges have absolute immunity for all judicial acts
May be liable for non-judicial acts
Legislative Immunity
No civil or criminal liability for statements or conduct made in regular course of legislative process by members of Congress
