What is a constitution
A plan for government meant state constitutions incudes lists of rights that every citizen was entitled too.
What is sovereign
A sovereign is a self-governing state, it is a national plan.
What is a federal
a national government that would have a little power of its own. It would not include a president or a federal court system. It would simply serve as an administrator to help unify the states.
