The scheme is being implemented by the Department of Financial Services (DFS), Ministry of Finance (MoF) and Lucknow (Uttar Pradesh, UP)-based Small Industries Development Bank of India (SIDBI) is the nodal agency for the scheme.
The scheme is designed specifically to address the challenges faced by Scheduled Caste (SC)/Scheduled Tribe (ST) or women entrepreneurs in establishing their enterprises, getting loans and other support required from time to time for succeeding in business.

minimum one SC/ST borrower and minimum one woman borrower per bank branch of Scheduled Commercial Banks (SCBs)
Eligibility Criteria:
Only SC/Scheduled Tribe ST or women entrepreneurs above the age of 18 years are eligible for the scheme.
- The borrower should not be defaulter with any bank or financial institution (FI).
- In case of non-individual enterprises, it is mandatory that minimum 51% of the shareholding and controlling stake to be held by either SC/ST and/or women entrepreneur.
Nature of Loan:
Composite Loan comprising both term loan and working capital, between Rs 10 lakh and Rs 1crore through SCBs
Purpose of Loan:
The eligible beneficiaries can avail loans under the scheme only for green-field projects (First Time Venture of Beneficiary) in manufacturing, services, or the trading sector and activities allied to agriculture.
Size of Loan:
The scheme covers 85% of the total project cost including term loan and working capital
- However, this rule is not applicable in case where, the contribution of borrower along with convergence support from any other scheme is more than 15 of the total project cost.
Interest Rate and Repayment:
The interest rate will be lowest applicable bank rate for the category (not more than base rate + 3%+ tenor premium).
- The total time period for repayment of loan is within 7 years with maximum moratorium period of 18 months.
Security:
Other than primary security, the loan may be secured by collateral security or guarantee of Credit Guarantee Fund Scheme for Stand-Up India Loans (CGFSIL) as per bank’s decision.
Working Capital:
For drawal of maximum working capital of Rs 10 lakh, the will be sanctioned by overdraft facility with a Rupay debit card.
While, for working capital limit above Rs 10 lakh to be sanctioned by way of Cash Credit Limit (CCL).
Margin Money:
The scheme envisages maximum 15% margin money which can be facilitated in convergence with eligible central or state scheme.
- Also, the borrower is required to bring in at least 10% of the total project cost as own contribution.
Key Progress under Stand-Up India Scheme:
i. The scheme has shown significant growth over the last 9 years, with the total amount sanctioned increasing from Rs 14,431.14 crore (as of October 31, 2018) to ________ (by March 17, 2025), since its launch.
ii. As of March 17, 2025, the Government of India (GoI) had disbursed a total of Rs 35,745.20 crore to eligible beneficiaries under the Stand-Up India Scheme,
iii. As of March 17, 2025, a total of 2.69 lakh loan accounts were sanctioned under the Stand-Up India Scheme, out of which 2.01 lakh accounts were extended to women beneficiaries.
Category-wise Distribution (from November, 2018 to November 2024):
i. The total number of SC accounts has increased from 9,399 to 46,248 with loan amounts increasing from Rs 1,826.21 crore to Rs 9,747.11 crore.
ii. The total number of ST accounts has increased from 2,841 to 15,228 with sanctioned loan increasing from Rs 574.65 crore to Rs 3,244.07 crore.
iii. The total number of women entrepreneurs accounts has increased from 55,644 to 1,90,844 with loan amounts rising from Rs 12,452.37 crore to Rs 43,984.10 crore.
