A

A

Slaves were considered property and not citizens. Northerners argued that southern states shouldn’t be able to count their slaves as part of the population. Only 3/5 of slaves would be counted toward the population.

The act was meant to keep Britain + France from interfering with u.s. ships.

-Stated that Europe couldn’t interfere with South America
-South America was considered to be protected by U.S.
-The U.S. would leave existing Europe colonies alone
-Any attempt by Europe to colonize or interfere with South America would be seen as a hostile act by the U.S.
