They must honestly believe it will prevent violence.

Between 3 - 5 years.
When can a defendant apply to have a banning order removed
When they have completed two-thirds of the sentence.

What Powers do the Police have to detain someone without a banning order
If an officer suspects that the person has committed and an offence of violence or disorder anywhere inside or outside of the UK and the officer believes a banning order would prevent further violence at a football game. The officer may arrest the person and detain them for a period of 4 hours (an inspector can grant 2 more hours) taking the time to 6 hours.
The purpose of detention is to decide to serve a written notice requiring the surrender of a passport or to appear at the magistrate’s court within 24 hours.
Basically, this is an application for 14b banning order.
