IDEA Purpose
Accommodations and Modifications to the daily life of the student while at school. This includes the timing of things throughout the day, as well as assignment changes or assistance.
ADA Purpose
- all students with disabilities qualify (this law is in effect for all special education students and the department of justice enforces the law)
- the law bars discrimination in any sense (alternate services must be provided and individuals with disabilities must still be able to perform the “essential functions” of the job/task)
Section 504 Purpose
The alternative for students who do not qualify for special education services.

employers/schools have the legal obligation to provide reasonable accommodations that give equal opportunities

Provides specific accommodations and identifies individuals that carry out the plan
IDEA reasoning for Children with Disabilities
- provides both accommodations and modifications
- related services are included
- students are provided an individualized education through the IEP document
ADA reasoning for Children with Disabilities
must provide accommodation to daily activities such as time for medication, breaks throughout the day, ramps, elevator keys, etc.
Section 504 reasoning for Children with Disabilities
- Guarantees only equal access through accommodations (does not guarantee modifications to the curriculum)
- students are mostly in general education classes
