- yes due to OH can form hydrogen bonds with water
- however hydrocarbon part of alcohol is insoluble due to being non-polar = solubility of alcahol depends on how large carbon chain is

No
Polar dipoles not very strong
- Water forms stronger bonds with itself than with Halogenoalkane ( H bonds)
- Not energetically favourable
