terrible conditions, over half of the people there were whipped harshly and made to do grueling labour such as beating hemp

- created a cosolidated poor rate that ws compulsary to pay
- gave churches power to collect it and per year rasied around 12,000
- gave pauper apprentaships that tranined girls until 21 and boys until 24
- impatent poor sent to alms houses

- consodiated the 1597 act whilst
- stayed as the main legisaltion for dealing with poverty until the 19th centry
how did population growth cause poverty
- population grew by 50%
- population outgrew the food sources and led to prices increasing by nearly 400%
- low mortality rate increased the ageing poulation and spread costs even thinner to support them
- increased fertility rate of 35/1000 meant more children for mothers to pay for with reduction of real wagees
how did inflation cause poverty
- debasement of coinage made real wags increase leading to many people becoming unemployed and in poverty
- inflation of nearly 400% in some areas
- bad harvests mean poverty for farmers and increased food prices for everyone else
