1) To promote a new person-centred common application process.
2) To ensure community-based decision for funding to address individual needs.
3) To introduce significant individualized funding opportunities for individuals to allow them flexibility in purchasing many of the services required to meet their support needs.

eligibility
A
- 18 years old
- Disability that existed before 18, life-long disability, affects daily living activities.
- Aims to formalize and standardize funding eligibly criteria within Ontario.
- For the first time funding is determined on the adaptive strengths and support needs not on intellectual functioning. This means that some people with “high functioning” autism or FASD with no intellectual disability qualify for services if there is a documented need.
- Strictly provided within social services and to eliminate funding transfers for service that have traditionally been provided by other government ministries (health or educational services).
- Individualized funding - promotes personal choice and flexibility.
- Can choose to get direct funding.
- Updated rules for deciding who gets services and supports from the government.
- Updated language about services to refrain from using the words “facility” or “institution”.
