Acted as de facto government (raise armies, direct strategies, appoint diplomats, obtain loans, issue paper money, and disburse funds)
What was a limitation to the powers of the Continental Congress
since they didn’t have legal authority they couldn’t levy taxes (had to rely on each state to support war by asking for money, supplies troops)
