The Vision of the Federal Acquisition System:
FAR 1.102(a) tells us that the vision for the Federal Acquisition System is to deliver on a timely basis the best value product or service to the customer, while maintaining the publics trust and fulfilling public policy objectives. Participants in the acq process should work together as a team and should be empowered to make decisions within their area of responsibility.
Life Cycle Cost
the total cost to the Government of acquiring, operating, supporting, and disposing of the items being acquired
Market Research
FAR Part 10: collecting and analyzing information about the capabilities within the market to satisfy agency needs
Market Research shall be conducted:
on an ongoing basis and appropriate to the circumstances
The Acquisition Team consists of:
all participants in Government acquisition including not only representatives of the technical, supply, and procurement communities, but also the customers they serve and the contractors who provide the products and services
COR
designated and authorized in writing by the KO to perform specific technical or administrative functions. A COR does not have the authority to enter into, change, or terminate a contract.
Postaward orientation:
a way to continue to form an effective contract relationship with the contractor. The postaward orientation aids both Government and contractor personnel to (1) achieve a clear and mutual understanding of all contract requirements, and (2) identify and resolve potential problems. However, it is not a substitute for the contractor’s fully understanding of the work requirements at the time offers are submitted, nor is it to be used to alter the final agreement arrived at in any negotiations leading to contract award.
FAR 42.501(b) tells us that a postaward orientation is encouraged to assist:
- Small business concerns, small disadvantaged business concerns, VOSB, SDVOSB, HUBZone, WOSB
