What does an IR sensor do?
A
It measures changes in the ground colour. The output of the IR sensor will change proportionally to the IR signal reflected by the track.

Iforward = Vdc - Vf / Rb
Where Rb is a bias resistor

No, it is only able to get within a few volts.

A
It is used to prevent the transfer of AC and DC signals between different parts of the system while still allowing data transfer.
