- Someone in a higher echelon of the complainant’s chain of command

- Chaplain (Confidential)
- Provost marshal
- Medical agency personnel
- Staff judge advocate
- Chief, Community Housing Referral and Relocation Services Office
How long do Soldiers have to file a Formal Complaint?
A: 60 days from the incident
