What does Street v Mountford say about false labels?
It does not matter what you call it, labelling it won’t be a defining feature. HL in this case stated that the courts should be mindful of landlords using different terms to avoid obligations of the Housing Act and Rent Act.

The landlord suggested that they would offer various services which they never did, later claimed the they had a licence. HELD: sham transaction and declared it as a tenancy

Shelter for homeless men sharing with others, there was a transition of residents within the property. HELD: licence only, the nature of the shelter was to provide short term accommodation.
