What is a settlement?
A settlement is a place where people live. They can be large like a city or small like a village. If a settlement grows, it is normally because it has a reason for being there. This is a function.

A place where things are made (manufactured) in factories.

A place where things are bought and sold, especially to do with farming products.
A resort is…
A place where people go on holiday to relax and enjoy themselves.
