A
Congress may delegate certain powers to prez but if do has to include guidelines or limitations.

Necessary and Proper Clause
A
Congress can execute any of these enumerated powers because they come from the constitution. Congress can do anything that is necessary and proper to execute one of these powers.
Its not a separate power. Only time this correct answer is when they connect the necessary and proper clause with one of the powers. The 2 must be linked together.
