What is Basic Level?
The starting point for determining the seriousness of a particular offense as prescribed by the sentencing guidelines.
What is Specific Offense Characteristics?
Circumstances surrounding the commission of an offense that make it more or less serious.
Example: The more fraud docs the more serious the charge gets.
What is cross reference?
Due to the circumstances surrounding the commission of some crimes, the sentencing guidelines may direct that one category of crime be sentenced like a different category.
Example: A alien smuggler has a group of 10 and one dies, the crime now moves up to a murder charge.
What is Special Instructions?
Special circumstances surrounding the commission of the crime that are not specifically addressed under the more general “specific offenses characteristics “ above, are addressed in this section.
