A

The condition that exists to protect people from the inherent dangers of the system they are working on, SSOW contains safe access/egress, safe place and environment of work place, using safe methods of work and PPE this is all known as General safety and is catered for in the RAMS. Also system safety is taken care of by the issue of a safety document and application of the rules.

Yes where possible but most of the time its not practicable, group all suspension towers together, these can be done first while you check angles, cellular towers, terminals, tee-offs and any that are on private/industry land or out of the ordinary.

A

Isolated at both ends and primary earths applied line side of the isolation, approach within safety distance is allowed under an appropriate safety document for the application of drain earths. safety rules 1-3, 6,7 and 8. NSI 1,2,4 and 6 and 8

Can you work on the line end in the sub?

A

Yes but will need a substation SAP 6 and 8 or OHL SAP 6 and 8 to advise on the document prep and give access to the line end, then instruct demarcation requirements, once in place work can proceed within the safe working area.

What is the process for managing migrant workers?

A

Ensure the CP speaks fluent English and native language of the team, so you can tell he fully understands the instructions and contents of the safety document and communicate it to them. In some cases where some of the team may be isolated from the rest then another member must also be English and native language, and on large scale projects there must be an independent translator available at all times to assist the SAP in his duties. All work ceases if the CP leaves site.

A

Risk Assess the site, keep people away and warn them, including police and fire brigade, contact TNCC and fault if necessary, request POI and PE at subs, liaise with police and fire brigade giving all information they need, arrange for site to be made safe if needed and then treat as a normal job (RAMS work pack etc) (depending on emergency)

A

We have a duty of care under the H and SAW act 1974 to keep people safe when working on the system, one way we do that is by training people for defined tasks and ensuring competency in what they are asked to do.

A

Someone who is conscientious and who has the knowledge to back up their approach to a safe system of work, He/she will have a thorough understanding of risk assessment and national grid processes/procedures. Strong enough character to stop the job if things are not right.

A

RAMS up front well in advance of start date, request a competency matrix up front (NSI 4, BESC, P, CP & rescue) & drain earth test records, ensure coordination meetings are attended, give them access to sections of the route rather than the whole, QA their QA to highlight any issues, sensibly monitor them for compliance, stop the job if need be.

Why do we have safety documents?

A

Working towards legislation recommendations, To provide safe access to the system, LAC will show boundaries to be maintained and highlights a safe working zone, PFW ensures that the safety precautions at the substation ends are secured and locked away so they cannot be altered until the work is complete, it also instructs the PIC to apply earths as per their earthing schedule for approaching the conductors.
