Distinction between Senate and individual senators

A

Senate did not have much power
However, the emperor picks men from the senators to fill certain roles (urban prefect, province governor)
Senators were on privy council (Sat. 4)

A

Freedmen started getting credit, under earlier reigns, emperor would take it all
Senate had to honor freedmen, Claudius credited them for policies
Claudius treated them with respect, Augustus made social distinctions
All of this would have angered senate and aristocracy
