Reforms the water supply, increasing it’s quantity, reduces it’s use by rich citizens.
He had firefighting porches and equipment put on the outside of private housing
New buildings had to include fireproof stone,
Decreed that they had to be detached (to prevent the spread of fire).
Further limit to the height of the buildings
Tacitus: “these measures which were made for utilitarian purposes also contributed to the beauty of the new city.” (Annals Book 15)
