If C was worried about costs, they wouldn’t bring the claim ion the first place. Whereas, D has no choice but to be a party to the claim, therefore, D has a right to worry about money.
D should have rights to their costs/protection

Protects D against risk that they’ll win at trial and be awarded their costs but then not be able to enforce a costs order against C
