What is the process from a Bill to an Act
1 - Introduction 2 - First Reading 3 - Select Committee 4 - Second Reading 5 - Committee of the whole house 6 - Third Reading 7 - Royal Assent
What happens in the first reading process?
MPs read the proposed law and vote whether to continue with it. 50% vote needed otherwise it is thrown out
What happens in the Select Committee Process?
A small committee of MPs listen to public submissions. Can then recommend any changes in a report presented
What is Urgency in the bill to act process?
Where the process is accelerated due to urgency. Laws are created in a day and processes are skipped. i.e. select committee.
What is Hansard?
“New Zealand parliamentary Debates” - official report of all speeches, questions etc
What are the reasons for delegated legislation?
- Time saving for parliament
- Easier and quicker to up date legislation
Why can you challenge delegated legislation?
Because it has not gone through the full bill to act process and therefore is not as reliable
