- If immediately necessary to alleviate serious suffering by the P
- Immediately necessary to prevent the P from behaving violently or being a danger to himself or to others, and represents the minimum interference necessary to do so

“Alarmed that urgent or emergency treatment powers are being used beyond their intended purposes. Providers must ensure that these powers are only being used for the direct and immediate benefit of the P”.
